
We were the main sponsor of the 10th UNITEL National Congress, entitled "The new regime of public contracts: Mission Possible? Roles and responsibilities of public technicians and the new incentives."
During the congress, we addressed crucial issues such as the new Public Contracts Code, recently approved with Legislative Decree no. 36 of 31.03.2023, which aims to simplify and rationalize the subject of public procurement. But is this really a "Mission Possible"?
We have deliberately waited for a period of reflection on the new regulatory framework to better understand the innovations and possible critical issues that could emerge. In this context, it is essential to consider the intention of the legislation in relation to the National Recovery and Resilience Plan. Is this a real simplification or are we still facing new horizons with old problems?
Another central theme was the role of the Sole Project Manager: is this a real innovation or just Italian "leopardism"? If it is a Project Manager, why not call it that? Are the incentives offered really effective or are they just an illusion?
We reflected on these and other aspects together with authoritative experts in the sector.
The 10th UNITEL National Congress offered members and non-members a free meeting and training opportunity to reflect on the current panorama of Public Administration. As athletes, we identified obstacles, worked on weaknesses and studied strategies that allow us to triumph as a team.
By networking through associations such as UNITEL, which has been the spokesperson for the needs of Italian technicians for over thirty years, we can face change with a competitive spirit, grit, commitment, discipline, work ethic, resilience and the determination to define and achieve goals.
